When manually installing SQL 2008 receive: "An error occurred creating the configuration section handler for userSettings"

Potential Symptoms

  • During a manual installation of SQL 2008 the following error will appear:
    • An error occurred creating the configuration section handler for userSettings/Microsoft.SqlServer.Configuration.LandingPage.Properties.Settings: Could not load file or assembly 'System, Version=4.0.0

Environment

  • Venus 1500 V4
  • SQL Server 2008

Cause

  • A directory is not processing correctly during the installation.

Resolution

  1. Navigate to: C:\Users\[user id]\AppData\Local\Microsoft_Corporation\
    1. AppData is hidden and you will need to set the system to show hidden files
  2. Open the LandingPage.exe folder then the folder labeled 10.0.0.0.
  3. Rename the user.config file to user.config.bak.
  4. Restart the SQL Server 2008 installer.
